Carter's work applies the theoretical and statistical concepts of  social network analysis to the longitudinal study of delinquency. His research has focused on understanding the impact of various peer definitions on delinquent outcomes during adolescence. He is particularly interested in the development and degrouping processes of adolescent friendships and how these change the personal/peer delinquency association. Carter's research agenda includes accounting for personal agency and familial influence in the structuring of the peer environment and how these contexts are associated with delinquency.

Prior to coming to ASU, Carter worked as an Associate Research Scientist at the Wyoming Survey & Analysis Center. His main duties included conducting social policy research on various criminal justice topics such as rural gun violence, domestic violence, and drug courts.
